The offices, the companies and the equipment public must make reasonable changes to avoid discrimination and to provide the best services of access to the handicapped people.
The decree of May 17th, 2006 implements the principle of generalized accessibility, posed by the law of February 11th, 2005, which must allow all the people, whatever their handicap (physical, sensory, mental, psychic and cognitive) to exert the acts of the daily life and to take part in the social life.
The handicapped person must be able to reach all the buildings receiving of the public and to evolve/move in a continuous way, without rupture.
Political tendencies implemented
- All the types of handicaps from now on will be taken into account in the design of the buildings, and the current rules of accessibility of the residences will be reinforced (reserve of a site for elevator, cellars, balconies and terraces accessible, adaptable bathrooms…) ;
- The new houses intended for the sale or the hiring will be accessible;
- The existing apartment buildings which are the subject of important work will be put in conformity with the rules of accessibility;
Before January 1st, 2015, the 650.000 existing establishments receiving from the public will have to be adapted or arranged so that any handicapped person can reach and profit it from the services offered under adapted conditions.
The time is brought back to December 31st, 2010 for the parts of buildings of the prefectures delivering the services with the public as well as the parts open to the public of the establishments of higher education pertaining to the State.
Changes to be included in a program of rehabilitation
- - Special Slopes or elevators for bus and subways;
- - Increasing Doors and halls to adapt to the wheel chairs;
- - Spaces of remodelling of places and parking;
- - Installation of the devices and the signs of listening of Braille;
- - To have visual signals of fire.
Transport
The handicapped people must be in measurement of:
- to go up and go down from the road vehicles or the oars;
- to locate themselves, be directed and profit in any circumstance from the necessary information to the achievement from their voyage.
Moreover, of installations necessary must be undertaken: sound and visual information, doors or oars allowing the passage of a wheel chair…
Air transport
Air France created a service of assistance to the handicapped people. Tel.: 0820 01 24 24 (0,12 euros/min).
Planes have seats provided with hinged balustrades along the central alley. On the long-distance flights, a chair of edge which allows circulation in the alleys can be available. It is preferable to ask it at the time of the reservation.
The wheel chairs or electric which leave out of compartment must sometimes be dismounted. Think of placing well in sight, a note explaining how to dismount it and go up it.
Bus
Bus networks, progressively renewal of their park or during the creation or of refitting of lines, to make their lines entirely accessible. Are regarded as accessible, the lines of bus where all the vehicles are with low floor, without column central and having of adapted stops and/or retractable pallets allowing the loading of a wheel chair. In Paris, the objective is to obtain 59 lines to the end of the year 2006.
Subways and the RER
They imply the presence of elevators in self-service and, warning signs on platform edges and clear signs.
Trains
In many trains, a site is designed to facilitate accessibility handicapped and to make it possible to travel in wheel chair. This site is located in 1st class in the TGV, accessible with a ticket from 2nd class.
Caution: the reservation is not obligatory in the Corail trains but obligatory in the TGV. Tel.: 0800 15 47 53 (0,34 euros/min).
An assistance with the loading and the unloading, exempted by the agents of the SNCF exists in the stations. It is free. It should be requested from the department of reception at least 30 minutes before the departure of the train.
Taxis
The taxis are in the obligation to deal with the handicapped passengers. The interprefectural decree (n° 01-16385 of July 31st, 2001) stipulates that it is “interdict with the driver of taxi in service to refuse to deal with the handicapped people, even when it is necessary to help them to take seat inside the taxi”.
In the event of refusal of race, the user can raise the n° of registration of the taxi and send a mail of dispute to the service of the taxis of the prefecture of the department.
